Milligan was born in Waveland, Ind. He graduated from Columbia Law School in 1876, moved to Indianapolis and specialized in business law. The Indianapolis Literary Club was organized in January, 1877 for the pursuit of "social, literary, and aesthetic culture," and is still active. Membership is restricted to men, is by invitation only, and has always included notable city residents and leaders. A usual meeting consists of a club member delivering a paper on a topic of his choice, followed by discussion.
